19-page pamphlet. Original yellow printed wraps, mildly chipped around the edges. Good condition. A rare pamphlet printed in 1884 during debate on a proposed bill. Argues for the constitutional right of Catholic youths held in juvenile delinquent reform schools to be allowed access to Catholic worship services. OCLC locates only one copy, at the University of Virginia.
