Ruy Barbosa (1849-1923), was a Brazilian statesman, jurist, and publicist who gained international renown by his eloquent pleas for the rights of weak nations at the Second Hague Conference in 1907. A courageous and outspoken defender of civil liberties, he vehemently opposed dictatorship and involvement of the military in politics and as a consequence was exiled in 1894-5.
