Clark was an American attorney, government official, and union official, who served on the Interstate Commerce Commission from 1906 to 1921, and was its chairman during 1913â "1914 and 1918â "1921. OCLC locates only two copies of this work. Rare. The New York City draft riots (July 13 16, 1863), were violent disturbances in New York City that were the culmination of discontent with new laws passed by Congress that year to draft men to fight in the ongoing American Civil War. The riots remain the largest civil insurrection in American history, aside from the Civil War itself.
