However, extraterritoriality quickly became a badge of superiority and attained the status of a vested interest. As its meaning broadened, it became the cornerstone for the entire structure of special privileges enjoyed by foreigners in China. By December 7, 1941, extraterritoriality had declined to little more than a legal term.
