The book is based on 132, 000 pages of FBI documents chronicling the Bureau's 40 years of spying and disruption in its unsuccessful attempts to "neutralize" Frank Wilkinson and other officers and staff of the National Committee Against Repressive Legislation (NCARL), originally the National Committee to Abolish HUAC (House Un-American Activities Committee). Criley documents recurring FBI abuses under guidelines established by President Reagan in 1983, and continued under President Bush.
