xi, 71 p.; 26 cm. Illustrations. Figures. Occasional footnotes. In 1960 the 86th Congress passed Public Law 380 which established the Advisory Commission on Intergovernment Relations. THe Congress charged the COmmission to encourage discussion and study emerging public problems that were likely to require intergovernment cooperations. At its September 1969 meeting the Advisory Commission identified the subject of this report as such an emerging issue. The Commission was interested in reducing the costs of State and local borrowing, to increase the certainty of Federal financial participation in specific projects, and to encourage State financial participation in some federally funded projects. At the time this report was published Robert E. Merriam was the Chairman of the Advisory Commission. Good. No dust jacket as issued. Cover has some wear and soiling.
