He was noted for fighting the bubonic plague in San Francisco during 1904, and following that the Earthquake organizing the relief and dealing with government problems that arose. H was a progressive Republican who fought the Southern Pacific for public control of the port of Oakland. He was denied the nomination by the railroad wing of the party. Small chipping to the spine and cover. Very good clean copy.
