This document, according to the Ford Presidential Library and Museum, was edited and mostly written by David R. Gergen, Director of the White House Office of Communications during the Presidency of Gerald R. Ford [1974-1977]. Another source indicates that this document was prepared for and distributed by the Republican National Committee, to support Gerald Ford's 1976 campagn against the Democratic nominee, Jimmy Carter. OCLC lists this under the main authorship of Stefan A. Halper (whose name does appear first on the list of editors on the first leaf following the front wrapper. In any event, nearly forty years after it was first circulated, this substantial document appears to be quite scarce both on the market and in institutions. OCLC Number: 10259261 lists only 6 locations; the Ford Library appears to have more than one, as well.
