Democracy was largely effected by end of cold war and fall of Berlin wall. This saw the rise of third wave of democratization where transitions in many Asian countries such as Philippines, Taiwan and South Korea preceded the dramatic collapse of communism in eastern Europe and a new democratic system emerged in their places. The book looks into how these waves move to Africa and Middle East as well. Yet the current observation poses a question whether these states are truly democratic or the exercise of the real power still rests with autocrats. This leads us to ask a fundamental question whether democracy can be applied universally or is it particularist so that it can be applied in few countries only. Every county whether Middle East, Africa or China have their own types of democracies which can have own type of democracies. Further the book analyzes not just freedom of expression but also surveillance to see how much of democracy exists in contemporary world. While more and more of freedom of expression is seen as democratization while more and more surveillance is seen as undemocratic even in democratic countries. Thus currently the need is for deliberative or inclusive democracy. Deliberative democracy means that any kind of argumentation which takes place in society can be resolved by dialogue and discussion. Further the need for social capital which id and trust scales in society, indivisible part of democratic process. Social capital is a particular investment to consolidate social justice and trust scales in society for the development of state and society institutions for the development of state and society institutions, for the formation of social attitudes and increase of people abundance. Moreover there is a necessity of redefining effectiveness of political parties into literary representative democratic institutions. Further democracy requires virtualization of public opinion and values.
