The undersigned having for the last two years given much attention to the systematizing and encouraging what may be termed private warfare not only in the oceans but on our coasts, sounds, bays and rivers - deems it his duty and privilege to present the following considerations I. Volunteer Navy II. Coast and river privateers or bands of destructionists and capturers. 7pp. Original self wraps. Browned with some spots of foxing. All of the narrative is legible. Some mild creasing to the pages. Sage was one the primary organizers of the Confederate Secret Service. He suggests the setting up of a volunteer navy, and officer led raiding parties to seize Union vessels. These vessels would either be used by the Confederacy or sold.
