Die Responsibility to Protect (R2P; im deutschen Sprachgebrauch als Schutzverantwortung bekannt) ist ein relativ neues Geschà pf auf der internationalen Bühne. Es handelt sich dabei um ein Konzept, das eine hybride Struktur innehat: R2P weist sowohl rein politische als auch và lkerrechtlich bindende Komponenten auf. Im Kern besagt die Doktrin, dass jeder Staat in erster Linie selbst dafür verantwortlich ist, seine eigene Population vor Gräueltaten zu schützen. Zu solchen Gräueltaten zählen Và lkermord, Kriegsverbrechen, Verbrechen gegen die Menschlichkeit und ethnische Säuberungen. Falls jedoch der Staat entweder nicht willens oder nicht fähig ist, dieser Verantwortung nachzukommen, soll die internationale Gemeinschaft (insb. im Rahmen der Vereinten Nationen) diese Verantwortung ersatzweise übernehmen. Dieser Band behandelt das Konzept der R2P im Zusammenhang mit dem syrischen Bürgerkrieg. Besonderes Augenmerk liegt auf der militärischen Komponente der R2P, zumal eine militärische Intervention von verschiedenen Seiten gefordert wurde und gleichzeitig das kontroverseste Element darstellt. Zudem wird ein Vergleich mit dem Eingreifen in Libyen vorgenommen. Im Jahr 2011 autorisierte der Sicherheitsrat der Vereinten Nationen ebendort das erste Mal eine militärische Intervention mit der R2P als Grundlage. Obwohl dasselbe Vorgehen à fters in Bezug auf Syrien gefordert wurde, konnte sich der Sicherheitsrat nicht ein zweites Mal auf eine derartige Autorisierung einigen. In diesem Band werden die Gründe für dieses Versäumnis dargelegt.

Synopsis

The Responsibility to Protect (R2P) celebrated its 16th birthday last autumn. It is a concept with a hybrid structure: R2P comprises purely political as well as legally binding components. In essence, the philosophy of R2P stipulates that each state is primarily responsible for protecting its own population from atrocities. However, if the state turns out to be either unwilling or unable to assume this responsibility, the international community (especially through the framework of the United Nations) should act on a subsidiary basis. The primary focus of this book is on the Syrian conflict from a R2P perspective. Special attention is paid to the military component of the latter since it represents the most discussed and controversial element. The Libya intervention in 2011 constituted a novelty insofar as the United Nations Security Council authorised that operation with R2P language. As regards civil strife in Syria, a similar course of action was requested by many quarters of the world. However, the Security Council was not able to agree upon a R2P-based military intervention a second time. The reasons for this failure are examined in this book
