The impetus of this monumental undertaking was the mounting evidence that people of color receive inadequate and inappropriate mental health services at the hands of ill-trained and insensitive practitioners. Besides not tolerating cultural plurality or parity, the majority group also defines cultural differences as deviant or abnormal, by first imposing behavioral expectations and then penalizing those unable to meet such expectations.
