He discusses the territory's finances, revenues, taxes, public schools, the prison system, irrigation, mining, and the timber industry. The Governor also boasts of Wyoming's granting of women's suffrage (it was the first of the states or territories to do so), boasting that "our system of impartial suffrage is an unqualifed success." He discusses Indian relations, mentioning the Sioux, Northern Cheyenne, and the Northern Arapahoe, averring that Wyoming has secured "the ultimate abandonment of the territory by the Indians," save for the "peaceful tribe of Shoshones." "One of the interesting matters discussed was the exploring expedition by Capt. W.A. Jones from Bryan Station on the Union Pacific R.R., through to Fort Ellis in Montana" (Streeter).
