There are insufficient deployable reaction headquarters, both at the corps and component command level that would support a commander of a NATO Combined Joint Task Force. Dr. Thomas--Durell Young is at the Center for Civil-Military Relations, Naval Postgraduate School, Monterey, California. From 1992 until 2000, he was a Research Professor at the Strategic Studies Institute, U.S. Army War College. He received his Ph.D. from the University of Geneva, Geneva, Switzerland, and is a 1990 graduate of the U.S. Army War College. The above information may not be current.
