At the outset the author sets up as his standard the essence of government which is his criterion of value of administration, then he shows the deviation from this standard under former administrations with consequent maladministration, and later the general trend back toward democracy under Roosevelt. In swift succession many of the salient measures of the present administration are explained, the philosophy of the New Deal shown, a discussion of liberalism and conservatism presented, the arguments of the opposition considered, the charge of unconstitutionality is answered, and a new light is put upon the activities of the Supreme Court. What is the New Deal doing? Is it radicalism or liberalism that underlies it? Are the remedies effectuated ephemeral or do they reach a permanent solution? Is the opposition justified in its criticism? Is the New Deal a constitutional administration? How does the New Deal concern the man on the street? How does it concern business? These are some of the questions answered.
