Kerr was the penname of Robert Henry Newell (1836-1901) a 19th century humorist. He wrote these satirical articles and letters during the Civil War commenting on the war and society in general. The name is a play on words for "office seeker", At the time, political offices were considered plums--requiring little or no work and regular pay!
