Economist Edwin Griswold Nourse wrote this book in 1944, while serving as the Director of the Brookings Institute. Two years later in 1946 President Truman named him the first Chairman of the Council of Economic Advisers which was created by the Employment Act of 1946. A true classic on economic policy.
