The Ecosystems Research Center (ERC) was established at Cornell University in OCtober 1980 by the Environmental Protection Agency (EPA). Its mandate emphasizes bringing ecological principles and concepts to bear on regualtory problems and the "development of monitorint concepts and protocols, identification of ecological indices, and methos for selectiong critical variables for measurement". The Center undertook a retrospective analysis of environmental management experiences involving the Hudson River as a point of departyre for the development of recommendations concerning ecological management of estuarine systems.
