Born June 15, 1899, in Prizzi, Italy, Rao served in the United States Navy from 1917 to 1919. He received a Bachelor of Laws in 1923 from the Fordham University School of Law. He served as an Assistant District Attorney for New York County, New York from 1925 to 1927. He worked in private practice from 1927 to 1941. He was a candidate for Justice of the New York Supreme Court in 1941. He was the Assistant United States Attorney General in charge of customs from 1941 to 1948. Includes a genealogy.
