This is a quarterly publication presenting articles covering recent development sin Far Eastern (particularly Japan) scientific research. It is hoped that these reports (which do not constitute part of the scientific literature) will prove to be of value to scientists by providing items of interest well in advance of the usual scientific publications. The articles are written primarily by members of the staff of ONR Far East, with certain reports also being contributed by visiting stateside scientists. Occasionally a regional scientist will be invited to submit an article covering his own work, considered to be of special interest. Among the contributors to this issue are: Arthur E. Clark (physicist, NRL DC), Barry Hilton (U.S. Embassy, Tokyo), Akira Isihara (Professor of Physics, SUNY Buffalo), Michael Koczak (Professor, Drexel University), George Lindamood (Liaison Scientist, ONR Far East), Dimitrious Papaconstantopoulos (physicist, NRL DC), Seikoh Sakiyama (Senior Advisor, ONR Far East), and Harley Walker (Boyd Professor, Louisiana State University). Among the topics covered are: Integrated Circuits, Korea Research Institute for Human Settlements, KRIHS, International Conference on Magnetism, Japan Institute for Metals, Metal Hydrides, Japanese Computer Industry, and International Conferences. The Office of Naval Research (ONR) is an organization within the United States Department of the Navy responsible for the science and technology programs of the U.S. Navy and Marine Corps. Established by Congress in 1946, its mission is to plan, foster, and encourage scientific research to maintain future naval power and preserve national security. It carries this out through funding and collaboration with schools, universities, government laboratories, nonprofit organizations, and for-profit organizations, and overseeing the Naval Research Laboratory, the corporate research laboratory for the Navy and Marine Corps. NRL conducts a broad program of scientific research, technology and advanced development. ONR Headquarters is in the Ballston neighborhood of Arlington, Virginia. ONR Global has offices overseas in Santiago, Sao Paulo, London, Prague, Singapore, and Tokyo. ONR was authorized by an Act of Congress, Public Law 588, and subsequently approved by President Harry S. Truman on August 1, 1946. Its stated mission is "planning, fostering, and encouraging scientific research in recognition of its paramount importance as related to the maintenance of future naval power and the preservation of national security." Today, ONR carries this out through funding with grants and contracts scientists and engineers who perform basic research, technology development, and advanced technology demonstrations.
