Chaired by Sir Bernhard Samuelson, FRS (18201905), an influential industrialist and Liberal MP, the committee examined existing provisions for theoretical and applied science instruction, culminating in a report that significantly influenced educational policy. Among its key recommendations were: The necessity of universal elementary instruction, ensuring broader access to scientific education for the working class, the integration of scientific studies into the curriculum for all students who remained in school beyond the age of 14., and the enhancement of coordination between governmental institutions in London dedicated to scientific instruction, a measure aimed at improving institutional efficacy and resource allocation. Samuelson's advocacy for technical and industrial education extended beyond this inquiry, as he later chaired committees on railways, patents, and scientific instruction, and served as a member of the Royal Commission for the Paris Exhibition (1878).
