London: Printed for T. Cadell Jun. and W. Davies, 1796. [ii], 42 pp. Octavo (9" x 5-3/4"). Stab-stitched pamphlet, edges untrimmed. Light toning, light soiling to exterior, occasional faint dampstaining, light edgewear and small hole to margin of final leaf, owner signature (of Thomas Ingle, "T. Ingle Pet: Coll") and faint author presentation inscription to head of title page, upper right corner lacking with loss to inscription, underlining and brief early annotations to a few leaves. $450. * Second edition. After the Revolutionary War and a series of lean harvests, bread and grain prices rose significantly in Great Britain, causing a struggle between government regulators and local merchants seeking to drive up the price of goods. This pamphlet argues for government intervention to stop profiteering and discusses several relevant legislative proposals with reference to the work of Adam Smith. The first edition appeared earlier in 1796 and the third and final edition in 1800. Morris and Ingle [1765-1838] were contemporaries at Peterhouse College, Cambridge in the 1780s. Ingle became a Fellow of Peterhouse, and practiced as a physician at Cambridge and at Addenbrooke's Hospital. Morris became an eminent lawyer, Minister of Parliament, Master of Chancery, Fellow of the Royal Society and a playwright. The date of the inscribed pamphlet suggests they were in touch beyond their undergraduate days.
