Tribal Development: Programmes and Perspectives

Any development process in India should begin with the schemes/programmes meant for scheduled tribes (STs) and scheduled castes (SCs), as these are the most disadvantaged and neglected people in the society. These are the people who are economically backward and oppressed by the landlords and rural gentry over a period of time. Therefore, there is a need for sincere efforts on the part of the government to help improve the quality of life of STs and SCs. The programme manacle by involving Community-based organizations, Tribal Development Society, Programme Management Unit, District Programme Implementation Unit, Non-Governmental Organisations and relevant line agencies belonging to the government of both states. At the village level, the Gram Sabha (GS) is the basic unit for planning, co-ordinating and monitoring programme activities. The development of the tribal population in India has been a major concern of the government, voluntary agencies, NGOs, social reformers, social scientists etc. But even after five decades we are no nearer to the solution of the problem. Rather, things appear to be more muddled than before. Schemes after schemes have been conceived and implemented. Most of them have failed. In most cases the tribal life has worsened.
