This Strategic Plan was jointly submitted by the Secretary of Commerce, the Secretary of Energy, and the Director, Office of Science and Technology Policy. The Climate Change Technology Program (CCTP) was created by the President in 2002, and sebsequently authorized in the Energy Policy Act of 2005, to coordinate and prioritize the Federal Government's portfolio of investments in climate-related technology research, development, demonstration, and deployment. This Strategic Plan articulates a vision of the role of advanced technologies, defines a supporting mission for the CCTP, establishes guiding principles for Federal R&D agencies to use in formulating R&D portfolios, outlines approaches to attain strategic goals, and identifies a series of next steps toward implementation.
