This study is part of a larger effort by the Carnegie Commission on Preventing Deadly Conflict to devise ways of reducing mass violence in the international system. Although the Commission was primarily concerned with preventing the outbreak of violence and therefore emphasized means of early warning and conflict avoidance, it did consider the constructive use of force in dealing with violence. It recognized that the international community would not always be able to predict and prevent the outbreak of violence and therefore needed to develop the capability to mitigate violence. The Commission also hoped to contribute to the development of a system of intervention that was so predictable, rapid, and effective that its mere existence would act as a deterrent against mass violence. General Goodpaster (Ret. ) was the Cochair of the Atlantic Council of the United States and the Chair of the George C. Marshall Foundation. Previously he had been President of the Institute for Defense Analyses and Superintendent of the U.S. Military Academy. He had previously been Supreme Allied Commander, Europe from 1969 to 1974. One of his earliest military assignments was as Defense Liaison and Staff Secretary to President Eisenhower from 1954 to 1961. Good. No dust jacket as issued. Cover has some wear and soiling.
