The implementation of territorial decentralization in the D.R.C. and its problems in the province of Lomami

It is a way of justifying in such a way the legislator showed his will to operate a true decentralization in the country that a new law was promulgated in October 2008, relating to the composition, organization and functioning of the Decentralized Territorial Entities.It will be in turn a question of speaking about the Decentralized Territorial Entities and the distribution of competence between the Central, Provincial and Local Power of the Decentralized Territorial Entities, of their financial and human management in the Province of Lomami, of the problems, causes and tracks of solutions being able to be used by any researcher and animator to mitigate this difficulty for an adequate solution; Because in the Province of Lomami, decentralization is not effective but, it is fictitious in the sense that, the animators of the Decentralized Territorial Entities, instead of being elected by the primary sovereigns, are rather appointed by the Central Power because of their political quota to claim a return game.
