The document is signed by Secretary of War Edwin M. Stanton, and is dated October 23, 1862. The document has been folded (with some closed tears along the horizontal folds) , and has some age-staining. There is edgewear, and some loss to the left margin (no loss of text). Hartz was a Civil Engineer, who upon enlisting during the Civil War, became a career military officer - serving in the volunteers in the Civil War; and in the regular army in Alabama during Reconstruction, and the American West during the Indian Wars. ; 27A.
