The President appoints Church Howe of Nebraska as Consul General of the United States to Antwerp, Belgium, authorizing and empowering him "to have and to hold the . . . office and to exercise and enjoy all the rights, pre-eminencies, privileges, and authorities to the same of right appertaining . . . ".
