Bishop ( No Enemy but Time ) is series editor for this annual high-quality collection of short fiction, prose, humor writing and poetry whose high point this year is Connie Willis's winning novella "The Last of the Winnebagos," a chillingly emotional story about the dangers of giving too much power to anybody--even the Humane Society. The richly eclectic volume also includes Jane Yolen's "The Devil's Arithmetic" in which a young woman is transported back to the Poland of 1942, where she experiences the Holocaust. George Alec Effinger's novelette "Schrodinger's Kitten" tells of a young Arab girl observing her possible futures, and selecting one. In nonfiction, new Grand Master Ray Bradbury contributes an essay on censorship, and Paul Di Filippo berates the SF genre for ignoring Dr. Seuss.
