This special, 20th anniversary edition of How Ottawa Spends takes both a retrospective and prospective view of Canadian governance as the country is poised on the verge of a new century. It is clear that while many of the familiar features of the Canadian political landscape remain the same
today as they did two decades ago, many have also changed profoundly, shifting shape in ways that leave them recognizable and yet strange. While this volume retains the traditional focus on the year's budgetary policy, it contains lengthier essays, by senior scholars and respected thinkers, that
probe broad and important areas of Canadian public policy. Reviewing patterns of change in the last twenty years and exploring their implications for the future the essays address changing Canadian values, social policy, fiscal policy, foreign policy, Aboriginal policy, public management,
federalism, and the nature of the Canadian federal state.
