In November 2002 President Bush signed into law legislation creating the Department of Homeland Security (DHS), which consolidates dozens of federal agencies, such as the Coast Guard and the Federal Emergency Management Agency, into a new, cabinet-level agency charged with preventing terrorist attacks within the United States.
