Seit 1906 forderte die Führung der k.u.k. Armee immer wieder, auf Krieg als Mittel zur Stabilisierung der Großmachtposition Österreich-Ungarns zurückzugreifen. Dabei verfügte das Habsburgerreich gar nicht über die militärischen Ressourcen für einen Kampf an mehreren Fronten: Die politischen Strukturen der Doppelmonarchie verhinderten eine massive Aufrüstung und die militärischen Absprachen mit Deutschland und Italien boten keinen Ersatz für mangelnde eigene Schlagkraft. Der Wiener Generalstab setzte dennoch auf umfassende Operationsplanungen und die rigorose Ausrichtung des Friedensalltags der Armee auf den Kriegsfall. In den Krisen ab 1908 bestimmten daher auch keineswegs nur die Versatzstücke zeitgenössischer Weltanschauungsangebote oder konkrete Gruppeninteressen das Handeln der Militärelite; genauso wichtig waren die durch den "Krieg im Frieden" geprägten Denkmuster.
