From the Foreword: The Chinese Government began to carry out an over-all reform and magnificent reconstruction program in the areas of politics, encomics, science, technology, culture etc. at the end of 1970s, and since the beginning of the 1980s, it has adopted a series of effective measures to accelerate the progress of industry, agriculture, national defence and science and technology. New achievements have been gained in the past one to two years. The government's new policies have already given impetus to China's peasants who constitute 80% of China's one-billion population. Good grain harvests have been produced for several years running and industrial crops such as cotton, oil-bearing crops, etc. have increased in production.
