About the Author:

Linda Low is Senior Fellow at the Institute of Southeast Asian Studies, Singapore. She has researched and published widely on public policies, public sector economics, social security, privatisation, health economics, manpower and education, trade and economic development in the Asia Pacific. Douglas M Johnston is currently Emeritus Professor of Law at the Centre of Asia-Pacific Initiatives, he is also Senior Associate of the Centre of Global Studies at the University of Victoria and Adjunct Professor of Law at Dalhousie University.
