The economic and financial excesses of the run-away race are so fantastic that few people can comprehend their scope. Five hundred billion dollars a year, and this sum is growing, go into the arms trade: the multi-nationals are thriving; fifty per cent of today's scientists are working for the military; inflation in rich countries increases; poor countries are supplied with tanks, missiles and paratroopers instead of tractors, schools and doctors.
Representatives of 149 countries who met in New York in 1978 at the UN Special Session on Disarmament, declared officially that the race must stop.
But it hasn't.
And unless enough people become really angry about the shams and miscalculations of an arms race that no one wants, brinkmanship will win the day.
James Avery Joyce, an international lawyer, has produced a controversial, compassionate and much needed guide to what is really going on in our world.
