Charles Morris December 29, 1999" on the free front end paper. Brigadier General Walter P. Leber was Governor of the Panama Canal Zone from 1967- 1971. Book unread in VG+ to NF condition, with just bumped corners and a pasted in return address label with Walter Leber's home mailing address on the inside of the front board, with the ink inscription "Belongs To:" above it. This book is a tough one. We believe it was one of a small number of hard covered early dedication copies. There is no printing history or copyright info; we determined the printing date from the inscription. It is possible that this book was eventually published in 2003 as "Guarding the Crossroads: Security and Defense of the Panama Canal ".
