First edition, signed, of this informative 3rd speech by Nevada's first governor, detailing the recovery of Nevada and the country from the Civil War, and celebrating the tremendous growth of mining, and the completion of the Transcontinental Railroad. Blasdel's speech included a number of suggested reforms to the incoming Nevada legislature, including taxing and specifically adding the large swath of land ceded to the Central Pacific Railroad, begin taxing profitable mines, bring state prisons under state control, with the Lieut. Governor serving as prisons warden, reduce the per capita representation of the legislature to be more in line with larger states, recompense Humboldt County citizens for losses in the Indian Wars, and also vociferously opposed legalized gambling. Blasdel (1825-1900) first came to California in 1852 during the Gold Rush, lived in San Francisco, and then Virginia City where he became a mining superintendent. After moving to Nevada Territory in 1861 he served as Storey County Recorder, served in the Civil War, and was on the National Union League Committee which notified President Abrham Lincoln of his re-nomination. He was first elected in 1854, then re-elected in 1866, and his tenure was key to the organization of Nevada's government system, and also secured the plat for the State Capitol building. As all international surface mail has been eliminated from the U.S. as of Jan. 27, 2013, all overseas orders will be subject to 60% increased rates.
