A very scarce first edition.Inscribed by the author to the half-title, 'Earl Fitzwilliam, from the author', which his name handwritten below the title. Earl Fitzwilliam at this time was Charles Wentworth-Fitzwilliam, a nobleman and politician, who became the President of the Royal Statistical Society, and the British Association for the Advancement of Science.A pamphlet essay discussing the continued opposition seen with the House of Lords opposing the reform program put into place by Sir Robert Peel.By Sir Henry Rich, a Liberal politician.One page of adverts to the rear. Disbound. Externally, the outer leaves are a little age-toned with some spots. A little edgewear to the outer leaves. Internally, firmly bound. Pages are lightly age-toned and clean, with just a few odd spots. Faint tidemark to the tail of the half-title. Author's inscription to the half-title.
