The Anti-Ballistic Missile Treaty, also known as the ABM Treaty, was an arms control treaty between the United States and the Soviet Union on the limitation of the anti-ballistic missile (ABM) systems used in defending areas against ballistic missile-delivered nuclear weapons. It was intended to reduce pressures to build more nuclear weapons to maintain deterrence. Under the terms of the treaty, signed in 1972, each party was limited to two ABM complexes, each of which was to be limited to 100 anti-ballistic missiles. The Strategic Defense Initiative (SDI), nicknamed the "Star Wars program", was a proposed missile defense system intended to protect the United States from attack by ballistic strategic nuclear weapons (intercontinental ballistic missiles and submarine-launched ballistic missiles). The concept was announced in 1983 by President Ronald Reagan, a critic of the doctrine of mutually assured destruction (MAD), which he described as a "suicide pact". Reagan called upon American scientists and engineers to develop a system that would render nuclear weapons obsolete. The program was never implemented as proposed, though some elements were developed and integrated into other tactics. After the end of the Cold War, the program was formally ended. These volumes describe some of the Congressional hearings that preceded the ABM Treaty, as well as a summary of the SDI as proposed. They are: 1.
