Octavo, 5pp, [3]. Gray printed wraps, bound with staple on spine. This is Volume LXVI of the Georgia Review, Spring 1992. Internally fine. Printed by Heritage Printers of Charlotte, North Carolina. From a limited edition of 100 signed and numbered copies, this being number 83, as stated on the limitation page. Signed by Jimmy Carter on the front cover with a full signature. The only known copy to appear on the public market. This address was delivered by President Jimmy Carter on December 8th, 1991 at the Carter-Menil Human Rights Price ceremony in Houston, Texas.
