Phelps (1793-1855) during his tenure as Associate Justice of the Vermont Supreme Court. Phelps would later go on to serve as a US Senator from Vermont, from 1839-1853. Repaired at fold, old folds, 2-inch tear not affecting text, else very good 1p. pen and ink on paper, docketed on verso. 4to.
