Letter Signed H.Lowe , as Governor of St.Helena, to Rear-Admiral Sir Pulteney Malcolm, sending him a copy of a letter addressed "to Mr. Luson, the East India Company s Agent at the Cape on the departure of the David", laying down the rules for bringing supplies and private "Articles" to St. Helena from the Cape of Good Hope, and mentioning General Bonaparte. With the original three page enclosure, Lowe s letter to Luson, 8 March 1817.
