This address by Gerald Ford was delivered at California State University and Butte College in 1991. It addresses the War Powers Resolution (War Powers Act), which was enacted by Congress in 1973 over President Nixon's veto. In reaction to wars like Vietnam and Korea, Congress passed a new law that required a president to seek a declaration of war from Congress before sending troops into combat. While this law has never been challenged in the Supreme Court, President Ford contended that it was unconstitutional and hindered the executive office's ability to defend the nation.
