Very wrinkled, soiling, staining/offsetting from ribbon, ribbon stained, frayed and has small hole, seal is torn and stained on reverse, some of the ink signatures are faded. Signed by he Grand King, Grand Scribe, Grand Secretary, Grand High Priest and Deputy High Priest. Scarce.
