About the Author
Julian Tonning was born in Rocky Mount, North Carolina, grew up in Georgia, and was graduated in 1978 from the University of Georgia. He later received an MBA from the University of San Diego. He received a commission in the U.S. Navy in 1980 and currently is serving as the Senior Combat Systems Inspector for the Board of Inspection and Survey, Atlantic, in Norfolk, Virginia.
