Extensive typed letter signed "Tom C. Clark" as attorney general, written to Sen. Wallace H. White Jr., concerning immigration quotas and proposed changes to naturalization laws. He also quotes from Truman's recent State of the Union speech, and comments on 10 different pending immigration bills. Five pages, 4to (paper clip impression), on "Office of the Attorney General" letterhead, Washington, D.C., January 14, 1947. ".There is no requirement that applicants for permanent residence be skilled workers but a first preference within that quota is authorized by section 6(a) of the 1924 act for immigrants who are skilled in agriculture from countries the annual quota of which is more than 300. Certain ministers of religious denominations and professors of colleges, academies, seminaries, or universities are granted nonquota status under section 4 of the 1924 act.Aliens over sixteen years of age who are physically capable of reading must be able to read the English language or some other language or dialect.".
