("Robert Lansing") in black fountain pen ink on his engraved The Secretary of State, Washington letterhead with blindstamp of the American Eagle Seal, March 6, 1917. 9 1/4" x 7"; 2 conjoined pages to H. Walker. Very good (minor signs of handling; old creases). In Part: " - Mr. Edward L Doheny, President of the Mexican Petroleum Company in which it is stated that the Directors of that Company tender to the use of this Government, in case of war, certain property and supplies. It was requested that this information be transmitted to the President and to the Cabinet - " Doheny's attorney acknowledges Doheny's offer of oil from his Mexican Petroleum Company to aid the War effort. A few years later Doheny was involved in the Teapot Dome scandal over oil lease irregularities in Wyoming and the Elk Hills Fields in California through his Pan-American Petroleum Company.
