While the Court did not explicitly overturn Roe v. Wade (1973) at the time, the Webster decision was pivotal because it significantly weakened the protections established by Roe and invited states to enact more restrictive abortion regulations. The Webster case was the first major challenge to Roe after the appointment of several conservative justices. It led directly to the development of new legal standards in subsequent cases, notably Planned Parenthood v. Casey (1992), which replaced Roe's trimester framework with the "undue burden" standard. Webster v. Reproductive Health Services marked a critical turning point in the legal battle over abortion, fundamentally changing the landscape of reproductive rights law and sparking intense legislative action at the state level. Chief Rehnquist wrote the opinion of the Court for all but Parts II-D and III. Only Justices White and Kennedy joined the opinion in its entirety. A U.S. Supreme Court opinion is disseminated through a four-step process. The first is a bench opinion, which is issued on the day the Court announces a decision. A slip opinion, which often incorporates revisions, is issued a few days afterwards. With the addition of an index and other features, such as a table, an opinion is issued later as a softcover Preliminary Print designated as a Part. Over time, it is joined with other parts to make up a preliminary softcover United States Reports volume. A few years later, the opinion, after a final round of editing and indexing, is printed in its final, official, form in the hardcover United States Reports.
