The vision behind this book is of a truly relevant United Nations, reformed in order to serve the majority of the world populations, whose concerns the present UN only marginally addresses. The authors argue that the need for reform is imperative, and that relevance must take precedence in the reform process. They present the lack of technology transfer as the real cause of underdevelopment, and show how, through its existing technical assistance programs, the United Nations seems to have perpetuated the status quo rather than helping the poorer countries to break the vicious cycle of underdevelopment. The book then analyzes how the UN system works now, and how the original objectives of the UN may organization may have changed. It explains the various levels of relevance that would be essential for a reformed and coordinated UN, considering the costs and organizational implications of change in the light of the new information technology. Proposals for transforming the UN are also presented, with guidelines for implementation, with an objective of an United Nations equipped to be the centerpiece of a proper United Nations family.

About the Author:
Kamil Idris is director of the World Intellectual Property Organization (WIPO) and Secretary-General of the International Union for the Protection of New Varieties of Plants (UPOV). Michael Bartolo is the Ambassador of Malta to the United Nations and the coauthor, with Guido de Marco, of A Second Generation United Nations.
