The Principles of European Contract Law provides this statement. The Principles have been drawn up by an independent body of academic lawyers from each country of the European Union, under a project supported by the European Commission. The Principles are stated as articles, each accompanied by a commentary to explain its purpose, its operation and its relationship to the other articles. Each article also has a note providing a survey of the national laws on the topic. Part I of The Principles of European Contract Law deals with performance, and non-performance of contracts and the remedies available. Part II, which will be published in 1996, will cover formation, validity, interpretation and the authority of agents. In 1989 and again in 1994 the European Parliament called for the creation of the European Civil Code. These Principles may form its basis.
